Because they heard everyone into the hotel ballroom with an active card show going on. They have one point of access for everyone signing and call out ticket numbers. So people with higher ticket numbers are up front waiting for their numbers to be called. Then the moron would call out numbers, lets say 1-10 so all the people with number 1-10 move toward the entrance. Well he cuts off the people at about 3 or 4 so now there are 16 people waiting to get in because the numbers are the same for flats or premiums. so multiply that by 5 signers and add the 100-200 people waiting for their number to be called to the same mess and you get bedlam.
